[Affected Platforms]:

• Windows 10

[Prerequisites]:

• Have a new Firefox profile.
• Have the browser.newtabpage.activity-stream.newNewtabExperience.enabled pref set to true.
• Have the browser set up so that sponsored content is enabled on the New Tab page.

[Steps to reproduce]:

1. Open the browser with the profile from prerequisites.
2. Open a new tab and click the "Personalize" button.
3. Hover the "Shortcuts" toggle and observe the behavior.
4. Hover the "Shortcuts" dropdown and observe the behavior.
5. Hover the sponsored checkbox and observe the behavior.

[Expected results]:

• Step 3, 4, and 5: The toggle, dropdown, and checkbox are all highlighted when hovered.

[Actual results]:

• Step 3, 4, and 5: There are no highlight effect on the options.

[Notes]:

• The issue is also reproducible with the Recommended by Pocket, Recent Activity, and Snippets toggles.
• The issue is also reproducible with the "Sponsored stories" and "Sponsored shortcuts" checkboxes.
• Attached a screen recording of the issue.

This was done by choice :)

I think it's visually clear enough that they are clickable (also they have to be because of touch devices) and it's in line with their native counterparts.
