According to https://bugzilla.mozilla.org/show_bug.cgi?id=1680152#c13, tooltool macosx64's macOS SDK was updated from v10.11 to v10.12 (in Xcode 8.2). Besides, the deployment targets for toolchain and clang were updated from v10.9 or v10.11 respectively to v10.12.
As a result, Firefox no longer builds with v10.11. However, the documentation was not updated.
