Just to update, last time I investigated this I think browser_PartnerLinkAttribution.js is still running by the time browser_PermissionUI.js starts and interferes with its startup, so nothing wrong with the browser_PermissionUI.js test itself, pushed a try run and will try to get this one reenabled shortly

The fix for this is now in bug 1685124.
