When scrolling on the customize menu the close button at the top should stick to the top and always be visible. As outlined in the spec.

Steps to reproduce bug:
- On the newtab page, open the the customize menu
- Make the window short enough until you see a scroll bar for the customize menu.
- Scroll down
Expected: Close button will remain visible and should stick to the top
Actual: Close button is now hidden as it has been scrolled up.
