Upstream libwebrtc seems to have added and then dropped support for signaling csrc-audio-level. This was originally added here but removed here.

Upstreaming our implementation would reduce our maintenance burden.

I'm not sure there ever was signaling for this upstream. Maybe that's what hbos was getting at in this followup to the intent to ship.
