1686033 - Telemetry Mentored Bug Template needs a little updating

The Telemetry Mentored Bug Template needs a little polishing.

These days we don't need humans to assign bugs, Phab will do it for us when the first patch is up for review. Instead we should still encourage a comment on the bug so that we don't have contributors frustrated by someone else swooping in and submitting the patch while they're still cloning the repo.

Also, there's some stylistic changes. #telemetry should be backticked.

introduction should be #introduction.

And the bottom pieces about whiteboard tags should also mention the good-first-bug Keyword we now have, as well as marking the bug type as Task, the priority as at most P3 and the Severity as N/A
