We currently install browsertime for users automatically when we run raptor. However, we don't update browsertime if it's outdated: https://searchfox.org/mozilla-central/source/testing/raptor/mach_commands.py#196
We can port some logic from mozperftest for this: https://searchfox.org/mozilla-central/source/python/mozperftest/mozperftest/test/browsertime/runner.py#144-159

This patch ports some logic from mozperftest to update browsertime automatically when it's outdated.
