Details
The webrtc doorhangers are particularly "heavy" due to their menulists, which is peculiar and for which I filed bug 1686254. But in general, these popupnotification elements could just be created or inserted when needed, instead of hardcoded in markup.
See bug 1515799 comment 16 for potential gains from doing this.
