Steps to reproduce:
Dual monitor setup:
Notebook monitor (display scaling >100%) below external monitor (set as main display).
Same results with 84.0.2, 85.0b8 and 86.0a1 and clean profiles.
Actual results:
Toolbar menus/popups (≡ & addons like uBlock etc.) are truncated when firefox is in fullscreen or as a window near the top of the screen.
Expected results:
Toolbar menus/popups should appear in full size.
Clarification: only the toolbar-menus on the notebook screen (125%, below main display) are cut off.

I suspect this is happening due to some layout issues in the XUL popup manager, so moving this there for now.
I have noticed that the same problem also occurs with thunderbird (78.6.1).

The bug has a release status flag that shows some version of Firefox is affected, thus it will be considered confirmed.
