1686626 - Enable Ion by default for wasm on AArch64

Switch off Cranelift by default in moz.configure, but allow it to be enabled on arm64.

(After some more testing we'll allow it to be enabled on x64 as well.)

Having decided to use Ion for our ARM64 optimizing tier for the time being,
Cranelift is disabled by default, but can be selected manually on ARM64.
