1686911 - Throttling impacts multiple tabs

STR:

1. Load google.com
2. Open DevTools and select the Network panel
3. Use GPRS for throttling, reload the page
4. While the page is reloading open another tab with google.com
5. The second tab (opened in step #4) is also loading slow (like it was throttled) -> BUG

ER:

• The throttling should not affect other tabs

AR:

• Loading google.com in another tab should be just as fast as normal

This looks like a Fission bug since I don't see it when Fission is disabled. But, also sometimes it works for me even if Fission is enabled. So, not 100% reproducible.

Hi Honza,
I can reproduce it off and on with fission enabled, but it does not happen with fission disabled, so it is likely Fission related.

Moving "dt-fission-m3-reserve" bugs to "dt-fission-future" because they don't block Fission MVP.
