1686975 - Make clang-query available for download from clang toolchain builds

We're going to be making a compiler explorer static analysis service available to developers, and it's going to use the clang version(s) we use for Firefox. We want to let devs run clang-query to build static analysis tools, and we want to ensure the clang-query they run is in-sync with the llvm we're running the static analysis in-tree with. So I'm envisioning some job that grabs the latest compiler build from the TC cache.

But right now we don't package clang-query in the final archive, so I'd like to start doing that.
