Preconditions:
ETP Strict enabled

Steps to reproduce:

1. Navigate to https://buy.guildwars2.com/store?Action=html&Locale=en_IE&SiteID=gw2&cid=104%3A5%3A%3A%3A%3AGlobal%3A289%3A%3A%3A&pbPage=pathoffire&themeID=4785548100 .
2. Observe the page.

Expected results:
The layout is correctly displayed.

Actual results:
The layout is broken regarding CSS and images displayed.

Notes:

1. This happens when the user is logged on as well
2. Not reproducible with ETP set to STANDARD.

We have blocked *.img.digitalriver.com in TP and we enable TP in Strict Mode, which causes this breakage.

The issue is still reproducible.
