As discussed with Gankra and decoder on Element:

decoder: I think we don't necessarily need to run TSan tests on branches right now
decoder: so I'm fine with not running these on beta/esr
decoder: and if we see value in that, we can turn them back on later when more TSan issues have been fixed and traveled through the trains
