I am going to land bug 1687430 with disabling the test since it fails very frequent (see https://treeherder.mozilla.org/jobs?repo=try&revision=efae247ab10ea15e7d71687b6727f9b92113c15c&selectedTaskRun=EEQfBQMGSFCylR0WHVU9vw.0). It's very timing severe because we need to to do two flings quickly, we probably need to rewrite it to another way to cause INPUT_RESULT_IGNORED with a way not having sever timing issues.

I believe the lack of automation test is not a big problem right now because no one uses the IGNORED flag yet.

Moving some input bugs to the new GeckoView::IME component.
