s4 since I don't really think that this is a visible problem in the wild, more like an alignment of expected search-config update cases.

[Description:]

When region change is detected a timer will be triggered (AFAIK currently is 2weeks) and when the timer is reached, the region will be updated accordingly.

Curently, as soon as the region update is performed (which can happen during a browser session), we automatically update the search engines based on the new region.

[Expected Result:]

The region update triggered search-config update should respect the idle timer and update on-the-fly in the active session only when idle time is confirmed.
