Based on the extensive technical context gathered in the bug 1689584 POC, provide a plan for integrating MWU into Perfherder, alongside existing student' s t-test. (We should be able to run either of these strategies or both with minimal changes.)

Notes: measure-noise tool already simulates MWU alerts, alongside student' s t-test alerts for Perfherder' s data.
