1690388 - Add a section at the top of the Proton AppMenu for accessing a Firefox Accounts menu

We want an item at the top of the Proton AppMenu for accessing the Proton Firefox Account menu that will be constructed in bug 1690131.

This new item should have the following two states:

Signed out

Back up and sync data  [Sign in button]
<zap separator>
New Tab
...

Signed in

[FxA account email address]       >
<zap separator>
New Tab
...

In the signed-in state, the item when clicked will open a subview on the panel to show the Proton-specific Firefox Account panel (bug 1690131).

I don't think it's necessary to block this work on bug 1690131 - we can try to have the new item transition to the pre-exiting Firefox Account subview for now, and swap in the Proton-specific Firefox Account subview when its ready.

Note that the WIP patch I added in bug 1690131 includes a version of this item, so I'm going to dupe this bug over there.
