This is by design. Current functionality was introduced in bug 136915.

In Explorer ctrl-tab jumps the cursor to the URL bar. I use this all the time. If Mozilla has now changed, what is the new short cut key to jump to the URL bar or can I somehow change it in prefs?
Ctrl-L.
