Some tests trigger QuotaManager::GetOrCreate without providing a profile. QuotaManager can't be created without a profile. We currently have a warning for this and I tried to fix all the tests by converting the warning to an assertion, but there's more work to be done, so we need to stick with the warning for now. This bug is about tests which can be easily fixed.
