We'd like to remove the Report Site Issue... button from the Page actions menu since all page actions will appear in the address bar after the proton changes.

A good place for it is likely in the Help menu.

Isn't this a duplicate of bug 1690573?

My read is that this is the Help menu, not the app menu help menu (I could be totally wrong).
