When configuring moz-phab, validate that the author's email address is valid.

This probably means verifying the email address configured in hg/git as part of install-certificate (before any commits are created).

We could also re-validate the addresses in commits at submission time, with a pointer to instructions on how to rewrite the authors in the commits.
