When hand-off to the address bar is enabled, and the default new tab page is in use, we should focus its search field rather than the address bar

We should also consider the search field can currently be hidden on the new tab page.

well yeah, we're not doing this yet, but the bug itself doesn't seem useful as the future direction currently differs (likely to allow the new tab field to use urlbar code).
