We shouldn't show the blue stroke inside the address bar when the bar is focused, but the panel was just closed with ESC. Adding the stroke in this situation would create too much visual noise when ESC is pressed.
We may have to track stroke state per-tab to accomplish this.

Based on the discussion in https://phabricator.services.mozilla.com/D105097#3429329 and below, it's questionable that we should address this as proposed. The underlying problem, at least based on mak's experience, seems to be the custom focus ring color. In my opinion, focus rings in chrome should use the native focus ring or highlight color when using Firefox's default theme.

Let's wontfix this bug as-is, since it's clear the downsides are more than the upsides.
if we want to evaluate using the native focus ring we should file a bug about that, but at that point it wouldn't be an Address Bar bug since the focus ring is shared across all the widgets.
