The bookmarks toolbar button menu was kind of broken by bug 1682522, because it's a menu that's styled to look like a panel and the "panel" styling wasn't updated. I think what we might want is to undo some of the new styles just for that element (by it's ID BMB_BookmarksPopup) so that it continues looking like a panel.
