In discussion with the JIT team, it seems like an option for running jsreftest (not jittest) on apple_silicon instead of android hardware.
I want to outline in this bug what we are doing, get agreement, and make the changes.
here is what we run on android:

android pixel 2 (arm) debug: jsreftest (12 chunks)
android pixel 2 (arm) shippable: jsreftest (6 chunks)
These run green on apple_silicon in 3 chunks:

we only have opt tests going for apple silicon right now, so a move now could be losing debug coverage.
As a note, 14% of our cpu time for the 27 android unittest devices is spent on jsreftest, or put another way 3.7 of our devices go towards jsreftest, whereas 1x M1 mini could handle the additional load of jsreftest. This isn't an exact science, but faster execution time and cheaper machines make this a desirable change - ONLY if this keeps high quality of coverage.
