The tab-modal print UI should be enabled at 100% in 86. We can do this with a pref flip rather than using Normandy, so flip the pref.

We are past betas and we will build our Release Candidate today. The patches in this bug have not landed in mozilla-central yet. It seems unlikely that they will make it in our RC build.
