As seen on bug 1693011 the WebRender support on Linux isn't ready yet to be used. By default tests via mozharness
disable it by default. But given that the Puppeteer unit tests are run via source-tests
the appropriate MOZ_WEBRENDER=0
environment variable isn't set.
As such we should default to not using WebRender and maybe having a --enable-webrender
argument for our mach
command to enable an opt-in for Webrender later.
