1693198 - Port the DevTools menu strings to Fluent

As a follow up to https://bugzilla.mozilla.org/show_bug.cgi?id=1690340, we want to move the developer tools menu strings over to Fluent. We need a set for the menubar and a set for the appmenu.

The reason for having different variants is that we are going to eventually sentence case the appmenu variant, while leaving the menubar variants in Title case.

As per guidance from Vicky, for tracking, we're marking all the bugs that people are working on as P1.

I think I got as far as I could with this one unless we figure out a solution to loading fluent properly in the DevTools context in order to fetch the strings synchronously. I still need a bit of an assist on that issue or someone can take it over.
