1693426 - Add support for vertical progress bars and meters in non-native theme

We don't currently support vertical progress bars or meters in the non-native theme. Adding support seems trivial and addresses a test failure of meter-vertical-native-style.html on macOS when the non-native theme is enabled.

I will check if this test can be enabled on more platforms with the non-native theme enabled.
