Per slack discussion with Mikal and Michelle, can we tlatten the tab scroll element so it's on the same plane as the tab?

Expected deliverable here is a transparent PNG of the shadow. You can see https://searchfox.org/mozilla-central/source/browser/themes/shared/tabbrowser/tab-overflow-indicator.png for what we're using today. The new image may be wider or narrower, it is easy for us to change the width of this image.

ToDo: Add a version of the shadow that looks acceptable in the dark theme
Aaron reviewed current iteration with Mikal who requested additional revisions. Katie, can you make these? HMU to discuss!
Reviewed with jaws and Aaron, updated Figma file with new gradient. Commented at jaws with updates.
