Not immediately. I'd say P3, assuming P3 means "we have it in the backlog and would like to get to it some day in the future". For the component I have no better suggestion, IIUC toolkit/terminator is not a component of its own (but I think I just stole the component from some existing bug, so feel free to adjust).
