Steps to reproduce:

Set a readable font and font sizes in preferences.

Opened a right-click context menu in a bookmarks menu.
Actual results:
- Got hit with strobing, depending on mouse cursor position.
Expected results:
3a. Not get hit with anything so dangerous.
P.S. I doubt this is necessary, but I use both the preferences and user css to increase font sizes.

Hi, what are exact and full and clear steps to reproduce? "Change settings to something else but I don't tell you what" doesn't help others to reproduce.
In Preferences:
For Latin alphabet, 20 Andika regardless of serif, sans-serif, or monospace. Minimum font size 20. Do not allow pages to override.
In userChrome.css and userContent.css:
/* Global UI font */
- { font-family: Andika !important; }
- { font-size: 16pt !important; }
- { text-shadow:none !important; }
I haven't tested with each font-size change without the other change.

The Bugbug bot thinks this bug should belong to the 'Core::Graphics: Text' component, and is moving the bug to that component. Please revert this change in case you think the bot is wrong.

Sorry, I did not see the attached video. Thanks for the details. I'm not being able to reproduce it. Could you try this bug with a new profile, jsut setting the font? Because from the video I see that you have some additional settings(orange color). Could you try this bug with a new profile, jsut setting the font?
I don't think so.
I have a visual motion sensitivity as well as the strobe sensitivity, and the default settings involve smooth scrolling and a lot of other flashing and animation. bug 1579148 I would probably run into trouble just trying to set the font preferences and import the bookmarks list.

If I quit and restart, it seems to go away for a while, if I leave Firefox running a long time, it returns.

In the Bugzilla drop-down menus this occurs with
about:preferences.
Search for "color."
And set override to "Always."
It goes away if I set override to "Never."
That's different enough that it may need its own bug report. That predates the decision to force the high-contrast theme over user-set colors.

This does not occur in Troubleshoot mode, but, well Troubleshoot mode cuts a lot of other strobe-blocking fixes.
This still does occur if I comment out my font size css, so that's not it.

I don't see this problem myself on macOS, and I haven't seen other similar bug reports, so in order to make progress here the best way might be for us to try to narrow down what about your specific configuration is making the problem show up. Of course I understand that you can't just test a lot of configurations because of your visual motion sensitivity so we'll need to be careful how we go about doing the tests.
To start with, could you list all of the changes you make to Firefox that you remember? If you upload a copy of your about:support that will include a list of modified preferences too.

I'm honestly not sure.
I have a hard time reproducing the original bug.
I forked the other bug to bug 1720050, and then found (a) a line of my userContent.css that could set it off, (b) an extension that could set it off, and (c) a regression range for the changes in Firefox. Which goes back to 68 rather than 74.
The fact that both my userContent.css and my extensions could cause trouble made it a pain to diagnose. It's possible that commenting out the line and turning off the extension will be enough to avoid both bugs.
