1694185 - run osx perf tests on new R8 minis and osx 10.15

we have a pool of OSX R8 minis setup with OSX 10.15. This is an upgrade from the R7 minis and OSX 10.14.

The plan is to be running these in parallel for a week, but otherwise, this is a migration which any changes will be documented as infrastructure. This does infringe upon fixing old regressions- the good news is we will still have R7's until the unit tests are migrated in the coming month or two.

50 of the jobs didn't complete in 24 hours- this is with 19 active machines, I will land the patch when we have 40+ active machines which should suffice for collecting numbers.

:alexandrui - would you prefer running in parallel for a week or just a straight cut over? Any other concerns or data needed?

Remove duplicate OSX 10.14/10.15 jobs and run on 10.15. Also setup for proper taskgrpah configs for easier migration of unittest suites via test-sets.yml
