Details
found while trying to verify bug 121122, using 2002.09.18.08 comm trunk bits on
win2k.
i can attach multiple files via the filepicker when composing a mail message.
however, i cannot seem to select multiple files from the filepicker when opened
from the browser.
1. in the browser window, select File > Open File (or, hit ctrl-O).
2. in the filepicker, try to shift-click or ctrl-click to select more than one file.
results: only able to select one file to open.

what does it mean to open multiple files in browser?
would we open them as tabs?
the consumer of the filer picker (in my case compose) says "modeOpenMultiple"
because we know what do do.
if you wanted to add multiple open support to browser, you'd have to decide
what that means.
same goes for any other file picker consumer in the application.

What Seth said. This is a policy issue, and I doubt we really want or need
a way to open multiple browser files concurrently.
