Printing to a paused printer on macOS silently does nothing

(Whiteboard: [print2020][old-ui-])
If a printer is [automatically] paused, when Firefox prints to it it queues up the print job but from the user's perspective nothing happened. Chrome on the other hand at least notifies the user that the printer is paused and asks them if they want to unpause it. If the user prints using the system dialog in Firefox they will also be prompted to unpause the printer.

Pretty rare given the lack of duplicates, so dropping priority/severity.
Severity: S2 → S3
Priority: P2 → P3
