1695783 - New copy for app menu notifications relating to app update

The app update notifications that appear in the app menu are listed here. Yes, they need to be migrated to Fluent, but not in this bug.

The new strings are:

• updateAvailable.panelUI.label AND updateManual.panelUI.label: "Update available — download now" (these two labels are currently different strings, but are being changed to use the same string)
• updateUnsupported.panelUI.label: "Unable to update"
• updateRestart.panelUI.label2: "Update available — restart now"

This doesn't need to be behind any Proton prefs or blocked on any other Proton landing scheduling, because these changes work just as well on their own.

The string for the manual update case is now the same as the non-automatic
download case, so one of the two was removed to keep that string from having
to be translated twice. The labels themselves were kept separate to save time
and in case we want some different behavior there again in the future.
