We require that apps run the MRE installer even if MRE is already installed so that MRE can enter appropriate data into the Windows registry for AppCounting/incrementing. At least some subset of the MRE installer needs to be installed with MRE itself so that apps do not have to download the MRE installer just to register themselves in the Windows registry.

Verified. There is now an Installer key under the version key pointing to the setup executable. The GRE is located in the setup directory.
