Generally when a notification appears in the app menu, a badge is also placed over one corner of the menu button in the toolbar. But usually the badge disappears while the menu is open, which is a bit confusing. We'd like to fix that.

Romain, do you think we'd be okay to land this change without it being behind any of the Proton prefs? I assumed it would be okay and wrote the patch that way, but I can change it.
