Scope of this bug is implement a new template multistage-proton. For Fx88 , this new template will be behind pref say browser.aboutwelcome.proton

I have verified this enhancement and I can confirm that the Proton Onboarding template is successfully displayed on the "about:welcome" page if the "browser.aboutwelcome.design" pref is set to "proton".

Verified using the latest Firefox Nightly (89.0a1 Build ID - 20210408215439) installed on Windows 10 x64, Mac 10.15.7, and Linux Mint 20 x64.
