With https://bugzilla.mozilla.org/show_bug.cgi?id=1693550 , about:welcome uses only multistage template to run experiments.

Scope of this bug is to make template configurable so that it can use existing screens schema to render content inside other future templates with value inside pref 'browser.aboutwelcome.template'
