The spec states we should have selected lighter than hover.
We're clarifying that with UX, since we feel like a lighter selection would be less visible to users.

Actually, there was a miscomprehension in the spec, where secondary was used instead of hover. There's still a minor problem where hover and selected in the dark theme are very close to each other. Harry is investigating this with UX.

The updated spec shows keyboard selection darker than mouse hover, so I think this is a wontfix.
