Provide ability to change time_to_mature for backfillReports from settings

Move constant from https://github.com/mozilla/treeherder/blob/master/treeherder/perf/auto_perf_sheriffing/secretary_tool.py#L23 to settings.

Should I move the TIME_TO_CHANGE constant from https://github.com/mozilla/treeherder/blob/master/treeherder/perf/auto_perf_sheriffing/secretary_tool.py#L23 to https://github.com/mozilla/treeherder/blob/master/treeherder/config/settings.py ?? I'd be grateful if you could provide a little more info.

That should be it, Kaushal

It should be near the other settings defined for the perfsheriff bot.

And it already has some tests that cover the maturity expiration. If you spot any way to improve the code coverage there, be free to do so. If not, that is it.
