1697460 - Keyboard navigation focus glitch on FxA "Send tab to device" submenu

Nightly 88.0a1 (2021-03-10)

Tested on:

Windows 10
MacOS 10.15
Ubuntu 20.04

Preconditions:

In about:config, set browser.proton.enabled = true

Steps:

1. Launch firefox and sign in into FxA using 2 devices.
2. Using the keyboard go to the "Send tab to device" submenu
3. Using the keyboard go back and open the submenu again until the glitch occurs.

Actual result:

The first device from the submenu get focused for less than a second.

Expected result:

No focus glitch, the first device should not be focused.

Notes:

1. The issue is reproducible both with and without Proton enabled and its not a Proton regression, but I put this under Proton because without Proton pref enabled the glitch is not so visible due to the grey background on focus. With Proton pref enabled the glitch is more visible given the new blue border on focus.
2. This is not reproducible on other similar submenus like History (Recent Closed Tabs). I can reproduce it only on "Send tab to device" submenu from FxA.
