Like what we collected for http3 here, we'd like to know the performance impact when HTTPS RR
is sued.

Note that I'd like to only collect the data about the time spent from asyncOpen
to first byte of request sent
, since HTTPS RR
only affects how we establish the connection. Collecting the telemetry for page load time and time to first paint seems to be overkill.

If the data collection will never expire, an individual must be identified who will be responsible for it over time.
