When mozilla is running, and profile manager is selected from the programs menu,
the profile manager does not load, instead another mozilla window is opened.
Problem also occurs in Netscape 7.

Reproducible: Always

Steps to Reproduce:
1. Start Mozilla
2. Start Profile Manager
3.

Actual Results:  
Instead of Profile Manager application, get new browser window.

Expected Results:  
Started Profile Manager.
