Using longer paint suppression delay for OOPIF might improve page load performance by reducing the number of paints iframes get. But it might also regress visual metrics if painting is delayed too much.

A patch coming to make it easier to test this.

The short default delay (only 5 of whatever unit) can cause extra flashing. A longer delay (such as 250 of whatever unit) can help.
