1698847 - Move search related telemetry documentation from address bar to search docs and correct it

Now that we have telemetry documents for search, I would like to move the remaining documentation related to search from the address bar docs to the search docs.

Whilst here, I'm also going to fix a couple of aspects of the SEARCH_COUNTS usage documentation, as the functionality there changed / was clarified when we did bug 1662553.

Bug 1662553 cleaned up the code, and as a result we know that oneoff-urlbar and one-offsearch are no longer transmitted, and unknown is no longer a state that can be sent.
