Details
User Agent: Mozilla/5.0 (X11; Linux x86_64; rv:87.0) Gecko/20100101 Firefox/87.0
Steps to reproduce:
In any window that shows the main toolbar with an extension (e.g. as Mozilla's Multi-account Containers), resize it until it's narrow enough that the extension's toolbar item spills into the overflow menu. Press the shortcut that would normally invoke the item as if it was clicked (Ctrl + .
for that one for me).
This is much easier if you have several items and place an affected one immediately next to the overflow menu button.
Actual results:
Nothing.
Expected results:
The item's action should be invoked.

Hello,
I reproduced the issue using Firefox Multi-Account Containers add-on on the latest Nightly (88.0a1/20210321213736), Beta (87.0/20210318103112) and Release (86.0.1/20210310152336) under Windows 10 x64 and Ubuntu 16.04 LTS.
Resizing the window so as the add-on icon will spill into the overflow menu will cause the add-on shortcuts to not work, as described in the original report.
