Steps to reproduce:

Install firefox on a different OS.

Actual results:

pinned sites did not sync

Expected results:

any site that I've pinned in 'top site' should also be synced through my firefox account

The Bugbug bot thinks this bug should belong to the 'Firefox::Sync' component, and is moving the bug to that component. Please revert this change in case you think the bot is wrong.
